Emily supports TfSE’s work to develop the Strategic Investment Plan as well as events and budget management. She joined Transport for the South East in January 2022 from East Sussex County Council where she worked as a Sourcing Solutions Specialist.

Duncan Barkes

Duncan Barkes

Communications and Public Affairs Manager

Duncan joined Transport for the South East from NHS Sussex where he managed a communications and public affairs brief. This included working with 16 MPs and their offices from across the area. He’s also a former Senior Parliamentary Assistant and Office Manager for an MP. Before working in politics and public affairs, he spent six years at the BBC as a journalist and radio presenter, hosting programmes on the BBC World Service, BBC Radio Five Live and the BBC local radio network.

Jasmin supported our work to develop the Strategic Investment Plan and is currently working on moving TfSE into its delivery phase. Jasmin also assists with wider programme management.

Jasmin joined Transport for the South East in September 2018 from East Sussex County Council and has also been a parliamentary assistant to an MP.

Rupert Clubb

Rupert Clubb

Lead Officer

Rupert leads the development of Transport for the South East. He chairs the Senior Officer Group and supports the Chairman and Board.

He is also the Director of Communities, Economy and Transport at East Sussex County Council.

A former president of the Association of Directors of Environment, Economy, Planning and Transport, Rupert is a Chartered Civil Engineer and Fellow of the Institution of Civil Engineers and the Chartered Institution of Highways and Transportation.

Data and Analytics Officer

Craig works in the Transport for the South East technical team. His work involves supporting the analytical framework, and the wider technical work programme, through the management and analysis of TfSE data.
Craig previously worked for Transport for London and has also worked in local authority at Brighton and Hove city council.

Mat Jasper

Mat Jasper

Scheme Development Manager

Mat is responsible for leading the development and delivery of schemes set out in our Strategic Investment Plan. He works closely with TfSE’s partners and key stakeholders, including local transport authorities, Network Rail and National Highways and the Department for Transport.

Mat joined the team in December 2022, he was originally the asset management consultant for East Sussex County Council.

Katie is part of our technical team supporting our work on active travel, future mobility, decarbonisation, and rural mobility.

She previously worked in the private sector working on Local Cycling and Walking Infrastructure Plans, active travel strategies, and transport assessments for development planning.

Jess joined TfSE in September 2023 from East Sussex County Council. She leads and manages the business support arrangements and provides support to the management team.

Jess leads on the running and operation of our Partnership Board, committees and thematic groups.

Elan provides administrative support across the team for technical programme activity such as meetings, communications and stakeholder engagement.

With a business background, she has also worked internationally.

Kate Over

Kate Over

Transport Strategy Manager

As a Transport Strategy Manager, Kate is responsible for leading the delivery of a number of the elements of our technical work programme including work on freight and logistics, bus service improvement and rail infrastructure development.

Kate also leads elements of our work on national transport policy issues, involving liaison with the Department for Transport and other national agencies on bus, rail and freight policy issues.

Tia is a broadcast journalism graduate. She joins Transport for the South East as a Public Relations and Communications apprentice, supporting the Communications Manager to communicate the work of TfSE as they work towards the publication of their Strategic Investment Plan – the framework for investment in strategic transport infrastructure, services, and regulatory interventions in the coming three decades.

Sarah Valentine

Sarah Valentine

Head of Analysis and Appraisal

Sarah manages the development of our analytical framework which will contain the data analysis, modelling and appraisal tools that will support scheme business cases and the implementation of our Strategic Investment Plan.

Sarah joined TfSE in November 2018 and previously managed our programme of multi-modal area studies.

She has over 30 years of local government experience, including the development and delivery of major highways schemes.

Mark manages our technical work programme, including the development and delivery of the transport strategy and a prioritised programme of investment schemes for the Major Road Network.

He has 30 years’ experience as a transport planner spanning policy and strategy formulation as well as scheme development and delivery.

Benn White

Benn supported the the work on our Transport Strategy, Future Mobility Strategy and Freight Strategy and is currently leading on the development of TfSE’s regional Electric Vehicle Charging Infrastructure Strategy.

He previously worked at Highways England supporting major investment schemes to improve the road network
