Rupert Clubb

Lead Officer

Rupert is the chief officer lead for Transport for the South East. He chairs the Senior Officer Group leading the organisation’s development and supports the Chairman and Board.

He is also the Director of Communities, Economy and Transport at East Sussex County Council.

A former president of the Association of Directors of Environment, Economy, Planning and Transport, Rupert is a Chartered Civil Engineer and Fellow of the Institution of Civil Engineers and the Chartered Institution of Highways and Transportation.

Rachel Ford

Programme Manager

Rachel is responsible for leading the preparation of Transport for the South East’s proposal to government to secure statutory status.

She is also responsible for the implementation of the organisation’s work programme, producing the annual business plan and overseeing communications and stakeholder engagement activities.

Rachel joined Transport for the South East in January 2019 and has previously held senior roles in local and regional government and in the private sector.

Mark Valleley

Mark Valleley

Technical Lead

Mark manages our technical work programme, including the development and delivery of the transport strategy and a prioritised programme of investment schemes for the Major Road Network.

He has 30 years’ experience as a transport planner spanning policy and strategy formulation as well as scheme development and delivery.

Mark previously worked for East Sussex County Council managing the development and implementation of the authority’s transport improvements programme.

Rob Dickin

Transport Strategy Manager

Rob manages the development of the transport strategy as well as leading on our engagement with the rail industry.

He previously worked at Brighton & Hove City Council managing sustainable transport projects and developing successful bids for government funding to encourage walking and cycling.

Sarah Valentine

Sarah Valentine

Transport Strategy Manager

Sarah manages the development of the freight, smart ticketing, and future transport elements of the transport strategy, as well as leading work on the Major Road Network.

With a background in highway engineering, she previously worked at East Sussex County Council managing the development and delivery of the County’s major highway schemes.

Benn White

Benn White

Project Officer

Benn supports our work on the development of our transport strategy.

He previously worked at Highways England supporting major investment schemes to improve the road network.

Russell Spink

Russell Spink

Communications Manager

Russell is responsible for all aspects of external communications including media relations, brand and marketing, digital communications and social media.

He joined Transport for the South East from Network Rail where he worked in a range of press office and wider stakeholder engagement and communications roles.

Russell began his career in television production at the BBC and also worked as a press officer for the Local Government Association.

Lucy Dixon-Thompson

Lucy Dixon-Thompson

Stakeholder Engagement Manager

Lucy is responsible for building and maintaining relationships with our wide range of stakeholders.

She is leading on the delivery of a communications and engagement strategy (including statutory and non-statutory consultations) and supports our board members in their representational roles.

Lucy previously worked in local government in a variety of policy and project roles.

Jasmin Barnicoat

Jasmin Barnicoat

Executive Officer

Jasmin supports our work to develop the transport strategy and proposal to government as well as events and budget management. She joined Transport for the South East in September 2018 from East Sussex County Council’s communities, economy and transport team and has also been a parliamentary assistant to an MP.
